A man faced charges of lewd and lascivious behavior toward a minor after allegedly exposing his genitals to his teenage neighbor.
According to a Sunrise Police Department report, Mark Buckley, 62, of Sunrise, was arrested on January 15 after allegedly exposing himself to a minor.
The incident report shows that Sunrise Police responded to a complaint from a neighbor who lives near Buckley’s residence near the 1500 block of Northwest 60th Avenue. The victim told officers that Buckley refused to return a cell phone he had borrowed from the victim’s mother the day before.
The report indicates that the mother told officers that she sent her 14-year-old daughter to retrieve the phone and provided a $20 bill to entice Buckley to hand it over. The daughter knocked on Buckley’s door and offered the $20 for the phone, but instead of returning the phone, Buckley allegedly pulled down his shorts and exposed his genitals, then said, “Suck my dick.”
The victim told officers she immediately ran home, and just after midnight, her mother called the police. She also described to officers a specific detail that they could use to confirm the event took place – Buckley’s testicles were abnormally large.
Upon arrival, officers confronted Buckley. He denied the victim’s allegations and claimed the phone was a gift. He insisted it was “impossible” for him to expose himself, citing multiple layers of clothing and a girdle he wears for a hernia.
The report shows Buckley invited officers inside to verify his claim. During the demonstration, officers observed Buckley’s genitals exposed through a side opening in his underwear, matching the victim’s description of what appeared to be abnormally large testicles.
The police report explicitly noted the abnormal size of Buckley’s testicles – which corroborated the victim’s account – played a significant role in establishing probable cause for Buckley’s arrest.
Buckley was arrested and transported to the Broward County Main Jail.
