Two separate undercover prostitution investigations conducted by the Sunrise Police Department’s Strategic Investigations Section resulted in the arrests of two women at different massage businesses in the city, according to police.
According to a Sunrise Police Department report, Shou Mei Yuan, 53, was arrested on June 23 after Sunrise detectives say she worked as an unlicensed massage therapist and offered sexual acts to an undercover officer for additional money during a sting operation at 88 Leaf Clover Spa.
According to police, detectives entered the spa as part of an undercover prostitution investigation. An undercover detective requested a massage and paid the $50 fee before receiving a full-body massage lasting about 30 minutes.
Police said that near the end of the massage, Shou Mei Yuan allegedly made gestures indicating sexual acts and told the detective that additional services would cost $100. The detective declined the offer.
After the undercover operation concluded, Sunrise detectives and a Florida Department of Health investigator entered the business and detained Yuan along with another employee for questioning.
Investigators determined Yuan did not possess a valid massage therapist license and that 88 Leaf Clover Spa was operating without the required establishment license, according to the police report.
Police said Yuan denied providing massages or offering sexual acts to customers.
She was arrested on charges of impersonating or misrepresenting herself as a licensed massage therapist, practicing massage therapy without a license, and offering to engage in prostitution.
On the same day, in a separate investigation, Sunrise police arrested Stephanie Johanna Santa Cruz, 38, of Hialeah, following an undercover prostitution operation at Goddess Spa, located at 3801 North University Drive.
According to the arrest affidavit, an undercover detective entered the business and requested a massage after Santa Cruz quoted a price of $70. During the approximately 30-minute massage, investigators said Santa Cruz asked what type of package the detective wanted before allegedly offering a $100 package that included a sexual act and a $250 package that included sex. The detective declined both offers.
After the detective left the business, additional Sunrise Strategic Investigations Section detectives and a Florida Department of Health investigator entered the spa. Police said Santa Cruz locked the front door and ignored repeated commands to open it, forcing detectives to breach the entrance before taking her into custody.
Investigators said they discovered Goddess Spa was operating without a massage establishment license and that Santa Cruz was not licensed as a massage therapist.
During a search of the business, detectives reported finding multiple massage tables and beds throughout the spa, along with packaged and used condoms wrapped in towels in plain view.
Police said Santa Cruz denied providing massages or sexual services. She was charged with impersonating a licensed massage therapist, practicing without a massage license, offering to engage in prostitution, tampering with physical evidence, and resisting an officer without violence.
