Downtown development could soon expand as the city’s planning and zoning board considers multiple items related to City Village.
The board will discuss numerous special exceptions and a conditional use approval on Monday, Sept. 18, starting at 6:30 p.m., to pave the way for the 13-acre, mixed-use City Village project to fruition on the northwest corner of Sample Road and University Drive.
Board members will vote on whether to forward a favorable recommendation to the city commission. The commission will make the final call on the special exceptions and conditional use.
The development comes as the city approved developer Amera Downtown Development Company to purchase the Former City Hall property to develop the project, along with a parcel of land on the northwest corner of Sample and University.
But, for development to commence, the city has to approve various special exceptions from regulations in the land development code.
The exceptions pertain to various code sections, including Downtown Regulation Plan, Circulation, Block Length and Perimeter, Building Typologies, and General Design Standards.

According to city documents, these exceptions pertain to project characteristics such as the maximum building height for places near single-family residential zones, building frontage, street design standards, block length, maximum floor heights, parking zones, street setbacks, ground floor transparency, blank wall separation, and permitted building types.
The conditional use approval would allow Amera to develop a large-scale retail establishment greater than 40,000 square feet. It would accommodate a mixed-use development in the Downtown Mixed Use zoning district.
According to the Community Redevelopment Agency master plan, City Village would include ten buildings with uses such as retail shops, a grocery store, parking garages, corporate office space, and residential spaces.
Currently, City Village would have 410 residential units and 152,910 square feet for non-residential uses, although overall plans are subject to change.
